Article 115 [Arson, Causing a Flood, Causing an Explosion, Placing Hazardous Substance, and Endangering Public Safety by Dangerous Means - II] A person who intentionally causes a fire, flood, or explosion, or places toxic or radioactive substance, infectious disease pathogens, or other hazardous substances, resulting in serious bodily injury or death, or material damage to public or private property, shall be sentenced to imprisonment of not less than ten years, life imprisonment, or death.
A person who negligently commits the crime stipulated in the preceding paragraph shall be sentenced to imprisonment of not less than three years but not more than seven years, or to imprisonment of not more than three years or custody if the crime is committed under mitigating circumstances.
