Article 131 [Causing a Major Flight Accident] An aviation staff member who, violating rules and regulations, causes a major flight accident shall be sentenced to imprisonment of not more than three years or custody if serious consequences are caused thereby, or to imprisonment of not less than three years but not more than seven years if an aircraft crash or death is caused thereby.
