Article 37 [Non-criminal Measures and Occupational Prohibition] Where criminal punishment is not necessary for a minor crime committed under mitigating circumstances, it may be exempted from criminal punishment, but the people's court may reprimand the offender or order the offender to sign a statement of repentance, make an apology, or compensate for losses, or refer the case to the competent administrative authority for administrative penalties or administrative sanctions depending on the different circumstances of the case.
