Article 36 [Principle of Compensation for Economic Losses and Civil Rights in Priority] Where a victim suffers economic losses due to a criminal act, the offender shall be liable for compensation for the economic losses in addition to criminal penalties sentenced in accordance with the law.
Where an offender who is held liable for compensation is also fined, and their property is not sufficient to pay the compensation and fine in full, or their property is subject to forfeiture, they shall first perform the civil liability for compensation to the victim.
