Article 10 [Negative Recognition of Foreign Criminal Judgments] Where a crime is committed outside the territory of the People's Republic of China, and is subject to criminal penalties in accordance with this Law, criminal penalties may still be imposed in accordance with this Law although it has been tried in a foreign country; provided, however, that criminal penalties for the crime may be exempted or reduced if criminal penalties have been imposed on it in the foreign country.
