Article 96 [Meaning of Violating National Ordinances] For the purpose of this Law, the term "violating national ordinances" refers to the violation of laws and decisions formulated by the National People's Congress and its Standing Committee, and the administrative regulations, administrative measures, decisions, and orders formulated, enacted, or issued by the State Council.
