Article 26 [Principal Offender] An offender who organizes and leads a criminal group in criminal activities or plays a major role in a joint crime is a principal offender.
A structured group of three or more persons formed for the purpose of jointly committing crimes constitutes an organized criminal group.
The head of an organized criminal group shall be held criminally liable for all the crimes committed by the group.
A principal offender other than the head specified in the third paragraph shall be held criminally liable for all the crimes that they participated in or organized or commanded.
