Article 98 [Definition of No Trial without Complaint] For the purpose of this Law, the term "No Trial without Complaint" means that a case shall not be tried without a complaint from the victim.
Where the victim fails to file a complaint due to coercion or intimidation, the People's Procuratorate and the victim's close relatives may file a complaint.
