Article 22 [Crime in Preparation] Where an offender prepares tools and creates conditions for committing a crime, it constitutes a crime in preparation.
For an offender of a crime in preparation, punishment may be alleviated, mitigated or exempted mutatis mutandis to a crime accomplished.
