 Article 23 [Attempted Crime] Where an offender has started to commit a crime, but fails complete it due to reasons other than the offender's will, it constitutes an attempted crime.
For an offender of an attempted crime, punishment may be alleviated or mitigated mutatis mutandis to a crime accomplished.
