Article 91 [Scope of Public Property] For the purpose of this Law, the term "public property" shall refer to any of the following properties:
property owned by the State;
property owned by collective organizations; or
property of social donations or special funds used for poverty alleviation and other public welfare undertakings.
Private property that is managed, used, or transported by any government authority, State-owned company or enterprise, collectively-owned enterprise, or public organization shall be deemed as public property.
