Article 137 [Causing a Major Construction Accident] Where a developer, designer, constructor, or supervisor of a construction project who, lowering the quality standard for the project in violation of national regulations, causes a major accident, the directly responsible individual shall be sentenced to imprisonment of not more than five years or custody and a fine, or to imprisonment of not less than five years but not more than ten years and a fine if the consequences are particularly serious.
