Article 19 The investigation of criminal cases shall be conducted by public security authorities, except as otherwise provided by law.
Where a people's procuratorate finds, in the process of legal supervision over criminal proceedings, any false imprisonment, coerced confession, illegal search, or other offenses that involve infringement upon the civil rights of citizens and damage judicial justice committed by any judicial official or officer taking advantage of their powers and functions, they may file a case for investigation.
Where it is necessary for a people's procuratorate to directly file a case of major criminal offense committed by a public official of a government authority taking advantage of their powers and functions that is under the jurisdiction of the public security authority, the people's procuratorate file a case for investigation upon decision by the people's procuratorate at or above the provincial level.
Cases of private prosecution shall be directly accepted by the competent people's court.
