Article 24 Where it deems it necessary, a superior people's court may hear criminal cases of first instance that falls under the jurisdiction of its inferior people's courts. Where an inferior people's court deems it necessary for its superior people's court to hear a major or complex criminal case of first instance, it may request to refer the case to its superior people's court.
